About the project
The project connects the institutions that signed the Agreement on improving cooperation in combating crime: the Ministry of Interior – Police Directorate, the Directorate for Execution of Criminal Sanctions, the Revenue and Customs Administration, the Real Estate and State Property Administration, the Supreme Court, the Supreme State Prosecutor’s Office, the Judicial Council, the Central Bank and the Financial Intelligence Unit. Each institution gets its own instance of the document management system (eDMS), and the instances exchange documents electronically, without couriers and delivery books.
In the first phase B-ONE delivered a detailed business and functional analysis with software design: the existing processes in the institutions were recorded (receipt, registration, assignment, drafting and dispatch of documents, handling of classified data, archiving and the inter-institutional flow of criminal proceedings) and the future processes were designed to be configured without programming. The analysis was carried out through 15 meetings with the institutions, institutional questionnaires and 504 requirements from the technical specification, following ISO/IEC/IEEE 29148, BPMN 2.0, UML, C4, ISO 15489 and MoReq2010.
Documents classified CONFIDENTIAL and SECRET are encrypted on the user’s workstation with a key the server never holds (zero-knowledge model), with key management through a hardware security module, electronic signature with the official ID card, signed confirmation of receipt and an audit trail with hash chaining and time stamping. Exchange between institutions runs through access points on the AS4 profile, and every instance stays fully isolated: the hosting location grants no insight into another institution’s content.
The solution is built on open, widely available technologies with no licences at the end user: Java (OpenJDK LTS) and Spring Boot services, an Angular web application, MySQL, a desktop encryption client, OCR of scanned submissions and integrations with the institutions’ existing systems. After approval of the analysis, development follows, with installation of production and test environments, migration, training and source code handover.
What B-ONE delivered
- Detailed business and functional analysis with software design (AS-IS and TO-BE processes, 159 functional requirements, 47 use cases, data model, architecture)
- eDMS web application, desktop encryption client, service and integration layer, access point for electronic exchange between institutions
- Configured business processes: workflows, case states, deadlines, notifications and escalations
- Cryptographic solution: end-to-end encryption, key management through an HSM, PKI integration
- Security configuration, audit trail and protection of classified and personal data
- Installation of production and test environments for each institution, migration, documentation, training and source code handover
