About the project
LARIS is a system for assessment, collection and control of all local revenues: property tax, utility fees, surtax, local charges, leases, registry and business registrations. Its rollout to municipalities was supported by UNDP within its programmes for strengthening local self-government in Montenegro.
The project covered development and adaptation of the system to local revenue regulations, migration of taxpayer and decision data from earlier records, training of officials and support during the first tax assessment cycles. Municipalities gained a single taxpayer register, automatic issuing of decisions and real-time insight into collection.
After the project LARIS continued to grow and be maintained as a B-ONE product, and today it is used by 16 municipalities, including the Capital City Podgorica and the Old Royal Capital Cetinje.
