About the project
The full project title is “Enabling seamless integration and secure sharing of electronic health records using blockchain technology (HEALCHAIN)”. It was funded by the European Union under the call “Scientific potential in support of innovation development”, with the contract signed with the Ministry of Finance’s Directorate for Finance and Contracting of the EU Assistance Funds.
The overall objective is to strengthen the competitiveness of the Montenegrin ICT industry by building the capacity of young researchers to create new digital services for citizens together with the business sector. The specific objective is the digital transformation of healthcare: better access to medical records for citizens and healthcare providers, with blockchain as the basis for secure, privacy-preserving exchange.
The platform was developed together with healthcare workers and patients. A prototype was first presented to institutions and patients, then cryptographic access-control models were designed, a blockchain platform for health record management was built, followed by a web application for healthcare providers and a mobile application for patients. The system was tested with end users, documented in user guides and accompanied by research publications.
The citizen decides who can see their data, doctors reach accurate results faster, and every access is immutably recorded. The model can be applied in other countries of the region.
